"I really do wish I could post that picture [on my website] because a lot of people ... are getting upset over an image they didn't see," Hilton said Thursday on HLN's The Joy Behar Show. "It's definitely not child pornography and it's definitely not illegal."
ABC pulls ad from PerezHilton.com over Miley Cyrus upskirt photo
The 32-year-old blogger said ABC was the only company to pull advertisements from his website thus far and said he hoped the network would come back.
"You didn't see anything down there," Hilton argued, saying he would have decided against posting the picture if Cyrus wasn't wearing underwear. "I can't help it if America has a dirty imagination."

Hilton received criticism Monday after he linked to a photo of the 17-year-old pop singer exiting a car on his Twitter that made it seem as if she was not wearing any underwear. Twitter eventually took down the photo down, but many questioned whether Hilton would face child pornography charges because Cyrus is under age.
No legal action had been taken as of Thursday.
Hilton (real name: Mario Lavandeira) told Behar he chose the photo specifically to highlight the Hannah Montana star's "unladylike" and "over sexualized" behavior of late.
"It's not showing anything inappropriate. It's not doing anything worse than what Miley's been doing recently," Hilton said. "She's been in the business for a long time and she's aware that there are paparazzi around. She should be careful about how she exits a car."
Hilton also responded to Cyrus' comments earlier in the week, when she made a veiled reference to Hilton as "some idiot" on On-Air with Ryan Seacrest.
"I would agree with her," Hilton said. "I would say I'm a very big idiot, but I'm having fun."
